In lamenting the failure of public schools in the USA, the author, presumably a product of the same education system, says that they “want to make sure that kids’ future is not dictated by a lottery ball spinning around” and that  “just 12 percent of Grade 8 students in Washington known how to read correctly”.  Surely this essay has had the desired effect of leaving an impression on the reader that American K-12 education is broke and needs fixing.

I assume you mean Washington D.C. versus the state of Washington.
